North Tonawanda, N.Y. (WBEN) - Jacob Quinn, a North Tonawanda man who accused Mayor Austin Tylec of sending police officers to his job to investigate a parody Facebook page, is now filing a lawsuit.

Quinn made the announcement during a Common Council meeting on Tuesday, but did not provide further details.

"Going forward, I'm going to not make any more comments, for I have now retained counsel and am filing claim later this week," stated Quinn.

Although Quinn says he will no longer talk on the matter, he did leave the council with a "resolution" that he hopes they will "review, amend, and potentially put in place."

"The resolution today is going to be requiring the mayor's approval for a police investigation on non-emergency matters, whereas the safety and well being of the residents of North Tonawanda are of paramount importance to city government, whereas the efficient allocation of use of resources are crucial for maintaining public trust accountability ,and ensuring the city operates within a budgetary constraint," Quinn said.

Quinn says his proposed resolution would require the Council to decide when, and if, the Mayor is allowed to use police resources.

"If this were to go forward, the mayor must receive a majority vote from the Common Council before directing the appointed police chief to open investigations or utilize city resources for any matter that is not of immediate threat to injury or life," Quinn explained. "This stipulation aims to ensure that such decisions are made with the input and consensus of the elected representatives of the community."

Mayor Tylec has declined to comment at this time.
