(WBEN) - Lawmakers will have to pass a fifth budget extension bill Monday after the April 20 deadline will pass without a deal in place.
The same key issues are holding things up.
"The budget's still stuck on auto insurance rates and what those look like," said Jack O'Donnell of O'Donnell and Associates. "Some changes to the State climate law and pieces around immigrants, working with ICE, and how that all intersects. three big issues here that are really putting off any serious discussion of the dollars and cents."
Negotiations have also stalled on Governor Kathy Hochul’s proposal to delay the state's climate law deadlines.
The auto insurance issue revolves around the idea of reducing insurance rates by capping the damages victims of accidents are eligible to receive. That measure is being heavily supported by companies like Uber, but opposed by trial attorneys.
The budget was due April 1.
There is some incentive to get things moving quickly. Lawmakers don’t get paid until after the budget is completed.
