Olean, N.Y. (WBEN) - New York State Police have arrested a Pennsylvania man after troopers say he inappropriately touched a student at St. Bonaventure University without consent.

Troopers say 30-year-old Jacob Tarr of Roulette, Pa. forcibly touched a 19-year-old student on Tuesday in a common area and fled the scene. Troopers and the Bureau of Criminal Investigations say their investigation led them to identify Tarr and make an arrest.

They add Tarr had an infant in his vehicle during the time of the incident, and was charged with Endangering the Welfare of a Child in addition to Forcible Touching.

Police say Tarr is not a student at the University.

Tarr was arraigned at the Town of Allegany Court, and an order of protection was issued. He was released on his own recognizance.
