Buffalo, N.Y. (WBEN) - It's on to a formal spending plan for New York Gov. Kathy Hochul.

Hochul is set to present her 2022 budget proposal Tuesday, but experts say don't expect to hear any talk of a proposed stadium deal for the Buffalo Bills.


Jack O'Donnell of O'Donnell and Associates says talk of a stadium deal has died down since the State of the State address.

"There is a general consensus in Albany that negotiations are just not all the way there, and we may not hear anything about the stadium in the budget," says O'Donnell, who believes negotiations are continuing.

Ken Kruly of Politicsandstuff.com is in agreement with O'Donnell, thinking the stadium won't be a line in the budget presentation.

"That doesn't mean they aren't working on it, but it may be mentioned in passing, but we won't see the details because we expect the three parties to announce something together, and that won't happen before tomorrow," says Kruly

O'Donnell says expect a more "meat on the bone" budget."

"The governor talked about a couple of different projects in her State of the State, but we're going to see where the dollars are, and if they match the rhetoric," says O'Donnell. "It goes from the warm and fuzzy of we all like these ideas to the devil's in the details, that's really kind of combing into this, and that's what's important about the budget."

Hochul mentioned in a stop in Brooklyn during a Martin Luther King, Jr. Day event she would put more toward education.

"It's always a high priority," says Kruly. "The state legislature, because they're connected more to the school district, will play an active role, so I expect it to be substantial increase in aid." He also wants to see how it work with the health and safety aspects with things going on now.

The budget is due April 1.
