Attacking a cluster is much easier than trying to attack a statewide increasing rate.&quot; The governor said that lack of clusters in Western New York denotes a lack of compliance with guidelines, &quot;...that's why our efforts have been generally to urge greater compliance because we don't see any specific causes.&quot;<br />Erie County registered 52 new cases of COVID-19 Saturday while Niagara County reported 13.
