Making the case for NY switching to competency-based diplomas

New York's Board of Regents has announced plans to switch to competency-based diplomas for high school grads. Is it a sign of shifting norms? Niagara Falls City Schools Superintendent Mark Laurrie believes it is. Laurrie tells us why he's in favor of the change.
