The Minnesota Bureau of Criminal Apprehension says the man shot dead by deputies at an Uptown parking ramp Thursday fired his weapon.
According to the BCA, the shooting victim, identified by family and friends as 32-year-old Winston Boogie Smith, fired from inside the car, but the timing is not known. Crime scene investigators recovered a handgun and spent cartridge cases, a statement said.
Smith was shot in the ramp at Lake St W and Girard by a Hennepin County Sheriff’s deputy and a Ramsey County Sheriff’s deputy as part of a US Marshals task force. They have not been identified. Smith had a warrant for felon in possession of a firearm.
The BCA says there is no video -- not body camera, not dash camera -- because the US Marshals “does not allow the use” on its North Star Fugitive Task Force.
