BCA identifies man, deputy involved in deadly Clearwater County use of force incident

A Clearwater County deputy remains on critical incident leave after fatally shooting a Bagley man who fired a flare gun at officers during a police chase earlier this month.

The Minnesota BCA on Tuesday identified Dennis Hoie, 75, of Bagley as the man who died November 13 following the chase. He was shot by Clearwater County deputy, Noah Hallman, who has three years of law enforcement experience.

BCA investigators said the incident began just after 12 p.m. on November 13th when a deputy recognized Hoie at a gas station on Central Street West in Bagley and attempted to arrest him on outstanding felony warrants.

Hoie fled in his pickup truck and drove onto U.S. Highway 2 and later northbound on McDougal Avenue Northwest before a Bagley police officer performed a PIT maneuver, causing Hoie's vehicle to spin out and stop.

When officers and deputies approached the vehicle, Hoie fired a flare gun at them as Deputy Hallman broke the glass of the passenger side window, prompting Hallman to fire his handgun through the window, striking Hoie who died at the scene.

A deputy sustained a graze injury, but did not require medical attention.

The BCA is reviewing the case, including body camera footage.
