Family files federal lawsuit after man who was pulled over in Eagan dies in custody after suffering a stroke

The family of a 50-year old Cottage Grove postal worker has filed a federal lawsuit after law enforcement allegedly ignored signs for hours that he was suffering a stroke, eventually dying while in custody.

Kingsley Bimpong left work early one day last November because he had a headache and was pulled over by Eagan police after driving into oncoming traffic.

According to the lawsuit, Bimpong was unable to answer basic question like his name or where he was from. He was eventually arrested and taken to jail for a blood draw as officers suspected drug or alcohol use, although no evidence was present to suggest that was the case.

The lawsuit states officers had several conversations about a possible medical issue, but did nothing about it.

The City of Eagan and Dakota County are named in the lawsuit.

In a statement, Eagan city officials say Bimpong was not showing signs of a serious medical condition that was obvious to laypersons while in custody.
