18-year-old Junior de Jesus Herrera Berrios of Burnsville was tackled and taken by agents last Tuesday.

The incident generated a lot of confusion, and was described by eyewitnesses as a chaotic scene that included a foot chase with federal agents inside the courthouse where he was appearing on 1st degree drug possession.

According to a U.S. District Judge, the federal government provide no evidence it had a warrant to make the arrest.
