Family members have identified the Black man shot and killed by a state trooper on Interstate 94 early Monday morning.

Many of them gathered Monday night for a vigil, hours after the early-morning incident involving the Minnesota State Patrol.

There is also a rally scheduled for noon Tuesday at the governor's mansion in St. Paul, where there will be a call for release of dash cam and body cam video of the shooting.

33-year-old Ricky Cobb II of Spring Lake Park was pulled over for no tail lights near Lowry Avenue, but police say he drove away from the arresting officer. He was stopped again a short distance away.

Police say after refusing to get out of the car, he was shot three times in the abdomen.

Records show Cobb was wanted on a felony level domestic abuse order.

It's still unclear whether Cobb was armed.

State Patrol Col. Matt Langer says his department is working to release the body cam footage of the incident.

The BCA is investigating and says they'll have nothing publicly until the investigation is complete.
