Inmates at the state prison in Stillwater are to remain locked down through Tuesday after a group of about 100 refused to return to their cells.
The demonstration started around 8:00 a.m. Sunday, and five hours later all but two of the inmates had returned to their cells.
Those two are expected to face disciplinary measures, according to corrections officials.
A negotiating team resolved the issue, and corrections commissioner Paul Schnell says it was calm during the incident.
"The majority of the time, the incarcerated men who did not return to their cells were at tables that are in the commons area playing cards, talking with one another," said Schnell.
The inmates reportedly were upset about release schedule changes during the Labor Day weekend which limited access to phones, recreation and showers.
Officials say those changes are because of staffing challenges.
"The more staff we have, the more we can open up programming," said Schnell. "Which is exactly what the concerns of incarcerated people are."
No one was hurt during the entire incident, officials say.
Schnell pointed out inmates refusing to return to their cells has happened before at Stillwater.
