
Dakota County Attorney Kathy Keena announced Friday that three officers implicated in the killing of Dolal Idd were legally justified in their deadly use of force, according to a news release.
Minneapolis Police Officers Paul Huyhn, Darcy Klund and Jason Schmitt used deadly force against Idd on Dec. 30, 2020, during an investigation into illegal firearm sales, said Keena’s charging decision. She came to her conclusion following a review of the incident.

Members of the police department’s Community Response Team – which is led by Klund – organized the purchase of a MAC-10 high-speed capacity pistol from Idd to occur on Dec. 30 at the Holiday Station Store in Minneapolis, said a summary of facts included in the charging decision. Upon arrival, officers worked to position their cars around Idd’s vehicle.
The officers also exited their vehicles, which had sirens and emergency lights on, with weapons drawn and told Idd to stop his car. However, Idd did not follow the directives and kept moving his vehicle to leave.
Shortly after he was pinned in, Idd discharged a firearm through the driver’s side window of his Chevy Cobalt, striking the hood of an unmarked squad car driven by Klund. In response, Klund, Huyhn and Schmitt returned fire, killing Idd.
After the shooting, the officers observed Idd slumped over in the driver’s seat with multiple gunshot wounds. EMS arrived and pronounced him dead at the scene.
“The use of deadly force by a peace officer is justified to protect the officer or another person from death or great bodily harm. It is my conclusion that given the facts and circumstances of this incident, it was objectively reasonable for the three peace officers to believe Mr. Idd posed a deadly threat to them and other officers at the scene at the time they fired their weapons,” said Keena. “Accordingly, the officers were legally justified in using deadly force in this instance and there is no basis to issue criminal charges against any of them.”
Keena thanked the Minnesota Bureau of Criminal Apprehension (BCA) which served as the lead investigative agency regarding this incident. Body cam footage was used in the investigation, along with other evidence, said her charging decision.
“Although I have concluded the use of deadly force was justified in this instance, any loss of life is a tragic occurrence and I wish to extend my personal condolences to the family of Dolal Idd for their great loss," Keena said.
