HARRISBURG, Pa. (AP) — President Donald Trump and former Vice President Joe Biden stumped in Pennsylvania on Monday, the last day before Election Day. Counties report that they have yet to receive almost 700,000 mail-in and absentee ballots in the premier presidential battleground state. Officials are urging voters to drop off their ballots by hand, and not mail them back. Trump headlined a rally in Scranton, in northeastern Pennsylvania. That's Biden's birthplace. Biden is campaigning at three events in western Pennsylvania with labor unions, African American community leaders and Lady Gaga. Biden is expected to return to Scranton on Tuesday. Voters in Pennsylvania requested more than 3.1 million mail-in or absent ballots. That's more than 10 times the amount received in 2016's election.
