Former NEPA councilman facing theft charges

A former Carbondale City Councilman surrendered to authorities earlier today to face theft and forgery charges. Police allege Joseph McDonald of Carbondale took Pennsylvania Lottery tickets amounting to nearly 66-thousand dollars from a Carbondale Tobacco Shop. McDonald allegedly admitted to a gambling problem then cashed the winning tickets around town.
