Officials in Lackawanna County rolled out a plan to reform the county Office of Youth and Family Services. Lackawanna County Commissioners released the 15 point, three-page plan during a biweekly meeting. The plan is being enacted in response to the state Department of Human Services downgrade of the child-protection agency’s license to provisional in June and the arrest of five current and former staff members for endangering the welfare of eight children in three different cases. One feature of the plan is the establishment of “a multi-disciplinary task force to address children living in squalor.” This should involve representatives from social services agencies, law enforcement, child advocacy groups, schools and others.
