The City of Scranton is suing the city Zoning Board to overturn its recent approval of a new parking lot downtown. The Cognetti Administration filed an appeal March 22nd in Lackawanna County Court against the board, claiming it erred in approving a variance Feb. 14 to allow developer Don Mam-mano to turn a vacant lot at 301 Penn Ave. and Linden Street into a 16-space parking lot. For over 120 years, the property was the site of the former J.G. Plotkin & Son Shoe Co. that was destroyed by fire in Dec 2020. The fire-ravaged building then sat condemned and vacant for over two years.
