Two people are behind bars in Luzerne County for allegedly soliciting funds to start a foundation for deaf, mute and disabled children. Officials also believe there may be others out there who are victims. Arabela Borcea and Marian Borcea were taken into custody during a traffic stop Saturday after police were alerted by two men who say they were scammed out of money by the pair in Dallas. Dallas Township police say anyone who believes they gave money to the two, in or outside the Dallas area, should contact them.
