LACKAWANNA COUNTY, PA – Former State Representative Thom Welby, the Democratic nominee, has won the special election for Lackawanna County Commissioner, defeating two challengers to secure the unexpired term that runs into early January 2028.
Welby’s victory brings an end to a nearly nine-month period of legal and political chaos sparked by the resignation of former Commissioner Matt McGloin earlier this year. The decision to hold a special election was upheld by appellate courts despite attempts by the local Democratic Party Executive Committee to have the vacancy filled differently.
Welby, who was endorsed and heavily funded by Democratic leadership, ran against Republican Chet Merli and Independent Michael Cappellini (who was endorsed by sitting Commissioner Bill Gaughan).
Welby will now take the seat currently held by interim Commissioner Brenda Sacco, who was recently sworn in under a separate court ruling but was expected to serve only until the special election results were certified. Welby's swearing-in will restore the three-member board and determine the permanent majority structure for the remainder of the term.
