A new study by Construction Coverage, a leading online publisher of construction industry research reports, determined that the Keystone State does not have the worst roads in the United States. In fact, Pennsylvania isn’t even in the Top 10! According to the 2025 edition of Construction Coverage’s U.S. States With the Worst Roads report, Pennsylvania checks in as the 14th-worst state in terms of roadway conditions. Rhode Island checks in as the worst in the nation, with a whopping 37.2% of roads in poor condition. Massachusetts (27%), California (26.6%), Hawaii (26.5%), New York (23.7%), round out the top 5.
