HARTFORD, Conn. (WTIC Radio) - Hartford police have asked the Hartford State's Attorney to review the use of force by a city police detective earlier this year.It was in May during a drug arrest, that Interim Police Chief Jason Thody says a detective reported that he struck an individual in the shoulder with his police radio, because he feared the individual-- handcuffed and on the ground-- was about to flee.During a review of body camera footage, Thody says investigators found the use of force warranted further review. It's been referred to the state's attorney, to determine if any laws were broken. The unnamed detective has been put on desk duty pending the outcome of the review, and an internal police investigation.
