Todd talks with Tom Scott, former state senator and long time advisor to GOP candidates, about the incoming governor tapping several sitting members of the legislature for positions in his administration. This will force a special election to fill those seats, and any members of the house who leave to take a senate seat after the special election will force more special elections.
