PURA suggests voluntarily moratorium on shutoffs continue by utilities

Utilities say pandemic has created hardship

(Hartford, Conn.-WTIC)-The Public Utilities Regulatory Authority has recommended that utilities Eversource and United Illuminating voluntarily continue moratorium programs regarding emergency utility shut-offs.

The  decision occured  during  a technical meeting that lasted around 45-minutes.  The meeting featured various stakeholders including the utilities and representatives from various  state  agencies.

The utilities said that the pandemic has created a hardship, especially when it comes to collecting payment from  customers.

PURA Chairperson Marissa Gillett  asked, "I do not  recall a discussion  that the payment amount due was not going to reflect  what was actually due by the customer."

Eversource Vice President Jessica Cain responded. "Chairman Gillett I don't recall a  question ever coming  from PURA  about  that, so I don't  remember any  discussion back and  forth.  And  with all due respect yesterday afternoon was the request that we got for the best  estimate and timing to put it on the  bill."

At the conclusion of the meeting, PURA decided the utilities should voluntarily continue the moratorium for as long as Governor Lamont considers the pandemic a public emergency.
