Troopers reassigned, one placed on leave as sexual activity at Capitol investigated by DESPP commissioner

Middletown, Conn./WTIC Radio - A Connecticut State Police trooper is on leave and two others reassigned as an investigation into inappropriate behavior at the state Capitol building continues.

Department of Emergency Services and Public Protection Commissioner Ronnell Higgins wrote a letter to the state's constitutional officers on the matter.

In the letter, Higgins said the allegations include consensual relationships between the troopers and a security employee.

State Police at Troop H in Hartford were initially notified of the matter January 16.

Higgins also said sexual activities may have occurred between one of the troopers and the security employee.

That trooper was placed on leave.

Higgins said the trooper was under investigation by internal affairs and allegedly attempted to reenter the Capitol to retrieve personal belonging but was denied entry.

The commissioner said "while consensual activity that occurs outside of the workplace does not violate
State Police policies, conduct that is alleged to have occurred during work hours and/or on site is certainly problematic."
