Arrest made in East Windsor suspicious vehicle, packages case

EAST WINDSOR, Conn. (WTIC Radio) - East Windsor police make an arrest in connection with an investigation involving a suspicious vehicle and some suspicious packages.

Around 3 a.m. on Wednesday, police on patrol in town saw a suspicious vehicle parked behind the closed Wendy's Restaurant on Prospect Hill Road.

The lone operator in the vehicle, identified as Timmothy Phelan, 38, had the windows of the vehicle covered with different panels and sheets.

When they asked him for identification, Phelan allegedly started to become verbally aggressive with police, insisting they were "messing with the wrong guy."

Phelan also suggested he was "live" on social media.

Police eventually physically removed him from the vehicle and placed him under arrest.

It was during a search of Phelan's vehicle that several wrapped items were found inside, ticking and beeping.

Phelan refused to answer Police questions about the contents, allegedly telling them to "just open them" and "find out."

The Connecticut State Police bomb squad found out the packages were ultimately safe.

Phelan is charged with simple trespass, interfering with an officer, and first-degree breach of peace.
