Cromwell man charged in tow truck driver's death

Middletown, Conn./WTIC Radio - State Police have made an arrest in the death of a tow truck driver last year.

They say a Cromwell man, 55-year-old Luis Resto, is charged in Christopher Russell's death.

Troopers say Resto told them he'd consumed heroin prior to the crash in which the 38-year-old Russell was struck after assisting another operator with changing a flat tire on the northbound side of Interstate 91 near exit 11 last May 21.

Investigators say Resto continued traveling on the highway before he was found after crashing near exit 14 in Wallingford.

A witnesses said Resto was unresponsive and gasping for air.

Near him inside his vehicle, police say, was a powdery substance and a vape object in his hand.

Resto is facing manslaughter, DUI, reckless endangerment and other charges.

He's being held on $50,000 bond and is due in court in Meriden on May 17.
