East Hartford, Conn./WTIC Radio - The state inspector general says three East Hartford police officers were justified in using deadly force against a man in an incident that occurred 17 years ago.
The inspector general's office says a final report on the shooting of Robert Gilbert was never filed by the Hartford state's attorney's office.
It stems from the May 24, 2009 incident in which Gilbert was reported to be suicidal by his estranged wife.
He had already shot himself, the report states, when he was found in the woods behind his Long Hill Street home.
The report says he ignored commands to drop his weapon and was shot as he advanced toward officers.
The inspector general came upon the Gilbert case in assisting state police with disposing of evidence of cases that had been completed, leading to the delay in the issuing of the final report.
