Wolcott, Conn./WTIC Radio - The state Office of Inspector General is investigating the in-custody death early Tuesday morning of a man in Wolcott.

Officers were called around 1:00 a.m. to a Dale Avenue address on report of a man who, police say, was "freaking out."

That's where they found Joseph Jackson, 51, yelling gibberish and rocking back and forth.

Officers said it appeared as if Jackson were under the influence of some kind of substance.

The OIG's initial report says Jackson was placed in handcuffs for his safety and when EMS arrived, still in an agitated state, Jackson was administered an injection to calm him down.

The report says Jackson went into cardiac arrest in an ambulance while still at the scene and was pronounced dead at St. Mary's Hospital in Waterbury.

The medical examiner performed an autopsy.

A cause of death has not been released pending further investigation.
