Montville, Conn./WTIC Radio - State police say a man is under arrest for allegedly setting a fire at a halfway house in Montville.
The call came in around 8:45 p.m. Thursday to the Cochegan House on New London Turnpike for a report of an active fire.
Troopers say the caller told them someone inside the building set the fire and fled on foot.
Twenty-three others were inside at the time and at risk of imminent danger, say police.
Troopers later spotted Juan Betancourt, 42, of New Haven walking along Route 32.
He initially refused commands and was uncooperative, say police, but ultimately placed under arrest.
Betancourt is charged with arson, criminal mischief, interfering with an officer and reckless endangerment.
He was held on $250,000 pending a Friday court date.
