Hartford, Conn./WTIC Radio - At the state capitol, a bipartisan group of lawmakers is backing a plan they believe will slash electric rates for Connecticut customers.

As for supply, the fixed schedule for procuring electricity would go away, so energy can be bought at lower prices.

When it comes to transmission and distribution, bills are currently based on peak use, which came on July 15th of last year.

Hartford Democratic Senator John Fonfara says that's about half efficient and that would change under this bill.

"We build to the peak day of the year and we do nothing to mitigate that peak," said Fonfara.

He said the public benefits charges on electric bills would be shifted to a Connecticut green bond, similar to programs in New York and Aassachusetts, but adds that those programs aren't going to be cut at this time.
