Todd tries to put the violence in Washington yesterday in perspective, saying the purpose of our type of government is to resolve power disputes peacefully instead of through violence. Because people have a sense that government has become calcified and unresponsive, they turn back to violence. But this is a mistake, Todd argues, because we still have tools available to us to make our system work.
