One of the incidents was caught on camera on December 6. The video showed a driver of blue Chrysler van dump a large amount of debris on the street. A further investigation linked the driver to two more cases of illegal dumping in the same area and vehicle, on December 8 and 12.
On January 3, officers located Khazaly, who admitted to dumping debris at the location. He was taken into custody without incident, and his vehicle was impounded.
