(WWJ) – The small city of Highland Park – an enclave entirely surrounded by Detroit – is facing a massive debt of nearly $20 million for failing to pay its water and sewer bill.
The city is asking the State of Michigan to expedite proceedings that would allow the city to declare bankruptcy. While bankruptcy was an option for places like Detroit, does Highland Park need the same rescue?
