Scott and his alleged victim, the 16-year-old girl, do not know each other, according to police. The night of the rape, the victim told police that a man followed her on her ride from a Long Beach Train station all the way to her exit off a bus in South L.A.

The teen told police that her attacker approached her from behind, grabbed her by the neck and forced her into the parking lot of an apartment building where he threatened to kill her before he raped her.

LAPD said video and images from surveillance, like the one below, helped investigators share the attacker's face and get tips in from the public. Scott is scheduled to be arraigned on Friday, Oct. 8.
