Los Angeles (KNX) - A scissor-wielding man locked himself in a second-floor office of LA City Hall Wednesday afternoon, demanding a housing voucher from Mayor Karen Bass and her inside-safe initiative.

Los Angeles Police Department Captain Warner Castillo tells KNX News reporter Craig Fiegener that his team was told to stand down by the mayor's office out of fear that their presence would escalate an already tense situation.

LA CIRCLE Team was called in to offer the man services, but after nearly an hour of negotiation, the staff had a change of heart.

"We got another call again from the mayor's office, this time saying, hey, we want him arrested," Captain Castillo said.

The ordeal started at 2:00 PM and ended around 4:30 PM with the man's arrest for an outstanding warrant and brandishing scissors in a threatening manner.
