An arrest has been made in the St. Paul homicide investigation that precipitated the no-knock warrant in Minneapolis in which Amir Locke was shot and killed by police.

A 17-year-old suspect, identified in court documents as Locke's cousin, was arrested in southeast Minnesota on Sunday and was taken back to Ramsey County.

The teenager is charged on two counts of second-degree murder in connection with the homicide investigation related to the death of Otis Elder, who was shot and killed on the 500 block of N. Prior Ave. on January 10.

The suspect's first court appearance is scheduled for Tuesday afternoon at the Ramsey County courthouse.

Prosecutors will file a petition that would allow the suspect to stand trial as an adult.

That information would be in the original warrant, which might soon be released under a judge's order now that an arrest has been made.

The teen was picked up at about 3:45 p.m. Monday in Winona by the Southeast Metro Task Force, the Ramsey County Violent Crime Enforcement Team and members of the St. Paul Police Department Special Investigations Unit, officials say.

The suspect was carrying a loaded gun when tried to run away from officers and was finally caught, court documents said.

St. Paul police requested Minneapolis police to raid an apartment in a downtown complex, with the MPD making the decision to proceed with a no-knock search warrant.

Court documents indicate Locke, the suspect's brother, and a woman were inside the seventh-floor apartment when the SWAT team barged in without warning.

The officers that day also searched two other apartments on the 14th floor of the Bolero Flats building, according to the documents.

Police body cam video shows Locke was sleeping on a couch and was holding a gun when he was shot three times.

The video that was made public last Thursday abruptly cuts off after the shots were fired.
