Dear's son-in-law Aaron Hirtz told the New York Post that Dear, 66, died early Sunday from COVID-19.
"This is such sad news," former Brooklyn state Assemblyman Dov Hikind, who also served in the neighborhood of Borough Park, wrote on Twitter Sunday.
"Noach was a champion, a fighter for his people and all of his constituents. He especially cared for the voiceless and powerless, and dedicated his every single day to making the world a better place," Hikind wrote.
Dear was elected to the Brooklyn Supreme Court in 2015 after serving on the New York City Council from 1983 to 2001.
