Riders say it will keep them safer in traffic.
Critics say it could create chaos.
Councilman Carlos Menchaca says a year-long study revealed evidence that fewer riders get hurt when cyclists follow the pedestrian signals.
A spokesperson for Mayor Bill De Blasio said he supports the bill.
