During his daily briefing on Monday, Lamont reported three new COVID-19 deaths and 27 new cases.
"We've been (in the) single digits six of the last eight days. That shows real progress," he said.
As of Monday, 140 people were hospitalized with the virus, down by nine from Sunday.
Hospitalizations peaked at the end of April, when nearly 2,000 people were hospitalized with COVID-19, he said.
"The numbers continue in a positive direction," he said. "And that's not true all over the country."
Connecticut entered Phase 2 of its reopening, which included limited indoor dining, last week.
