NEW YORK (AP) -- Housing Secretary Ben Carson is announcing a deal to fix the living conditions for thousands of New Yorkers who live in the city's beleaguered public housing system under the eye of a federal monitor.Carson said on Thursday that the agreement is a ``positive outcome.'' Democratic Mayor Bill de Blasio calls it ``a partnership to get things done for the residents.''It came after a federal judge rejected a $2 billion deal to settle lawsuits over tenant complaints.The New York City Housing Authority is the nation's largest public housing authority, with some 400,000 residents.Tenants have complained for decades about rodents, mold and heat and hot water outages. Authority chairwoman Shola Olatoye (SHOH'-luh oh-lah-TOY'-ay) resigned last year after an investigation revealed years of falsified lead paint inspections.
