NEW YORK (1010 WINS) -- A new rule took effect on Friday, changing the location where people can board horse drawn carriages.

What has not changed is the fight over the move, with drivers making a new argument against the policy.

The carriages no longer line up on 59th Street. They've been moved two blocks west to Central Park off of 7th Ave.

Drivers like Christina Hansen worry that it will damage their business permanently. As she spoke on Friday, animal rights activists stood next to her and stared.

"I know we've got the animal rights people lurking over our shoulder," she said.

Edita Birnkrant is the executive director of NYCLASS. She called it a historic day.

"These sensitive animals have long suffered being stuck behind constant traffic, breathing in car exhaust," she said.

Both groups have promised continued legal action.
