NEW YORK (1010 WINS) -- Only single use plastic bags will be banned in New York under the new budget deal in Albany.

A number of council members are trying to do something about paper bags as well.

They want retailers to charge for them in hopes that shoppers will bring their own reusable bags.

Evidence is real clear that a little fee encourages the majority of people to bring reusable bags most of the time. We can prevent millions of single-use bags from clogging our landfills and polluting our streets.

The move is supported by councilmembers Brad Lander, Margaret Chin, Antonio Reynoso, Donovan Richards, and Peter Koo. They were joined in announcing the proposed fee by activists from a number of environmental groups.

Lawmakers proposing the legislation say a ban on plastic bags will simply encourage shoppers to use paper which still has adverse environmental effects.
