Kim Pagan of Toms River was charged by New Jersey Stay Police for violating the emergency order, according to the state Office of the Attorney General.
A group of protesters gathered outside the State House and other locations in Trenton on Friday as Murphy held his daily coronavirus news briefing, according to NJ.com.
Central Jersey Libertarians posted a video Friday showing police writing summonses to a group of protesters in Trenton.
"We have the right to peacefully protest. That's our First Amendment rights!" one woman can be heard saying as an officer hands out the summonses.
Murphy signed executive orders last month banning large gatherings and ordering non-essential workers to stay at home. Similar laws across the country have faced resistance from some, who say the orders are excessive.
Supporters of the protests have been using the hashtag #ReopenNewJersey and #ReopenAmerica. They have found support from President Donald Trump, who has been encouraging states to ease their restrictions.
There have been nearly 80,000 coronavirus cases in New Jersey and 3,840 deaths.
