Upon arrival, police observed the victim, who was not carrying any identification with severe trauma to his body, lying in the roadway, unconscious and unresponsive.

EMS pronounced him dead at the scene.

A preliminary investigation determined that the victim was operating an e-bike and traveling westbound in the center lane of the Belt Parkway when he was struck in the rear by a 2019 Dodge Charger also traveling westbound in the center lane on the Belt Parkway.

The Dodge Charger continued westbound dragging the e-bike and sideswiped a 2016 Mercedes Benz E400, which was traveling in the left lane of the westbound Belt Parkway, authorities said.

The Dodge Charger came to a stop underneath the 130 Street overpass where the driver and four passengers exited the vehicle and fled the location on foot, according to officials.

The 24-year-old driving the Mercedes Benz remained at the scene and was not injured, police said.

Officials shut down the westbound Belt Parkway early Wednesday and an investigation is ongoing by the NYPD's Highway Collision Investigation Squad.
