The building, which was under construction, caught fire Monday around 5:50 a.m. and collapsed soon after.
Councilmember Chi Ossé, who represents the district the fire took place in, attributed the deaths to "lax and flouted safety standards."
The medical examiner's office has not yet identified the bodies, and firefighters are still searching the rubble for one other missing person. The FDNY said the search could take days to complete.
Investigators are still working to determine the cause of the fire as well.
