NEW YORK (1010 WINS) — A man was arrested over the weekend after he allegedly abandoned a dog on the roof of a Brooklyn building without anything to eat or drink, police said.

Officials received a 311 call just before 2 p.m. on Saturday reporting the abandoned pooch, who was left on the roof of 1289 Atlantic Ave. in Bed-Stuy.

The NYPD’s 79th Precinct said that when members of the department’s Quality of Life Division arrived at the scene, they found the dog in “deplorable conditions.”

The dog was described by police as malnourished and neglected, and was found chained and muzzled with no food, water or shelter.

Officials said that the ASPCA was notified and transported the dog to a local animal hospital for treatment.

An investigation kicked off, and by 12:30 p.m. the following afternoon, police had arrested 47-year-old Yasunari Ikuma.

Ikuma is charged with torturing/injuring/not feeding an animal, and abandonment of an animal, police said. His address was listed as the building where the dog was found.
