A woman called 911 around 4:17 p.m. Wednesday to report that a man had placed the infant on her car on Pleasant Valley Road in Mansfield, state police said.

The woman told police that as she returned to her vehicle, she witnessed the man get into a dark-colored SUV and drive away.

The infant was taken to a nearby hospital, where he is listed in stable condition.

Doctors determined the baby to be a 28- to 30-week-old premature newborn.

Police describe the man being sought as Hispanic, heavy set with short black hair, wearing a black long sleeved T-shirt and black jogger style pants.

The investigation is ongoing.

Anyone with information on the man's identity, his whereabouts or the vehicle is asked to call Trooper Matt Hogan at Eastern District Major Crime in Tolland at (860) 896-3236.

Connecticut has a Safe Haven Act for Newborns that allows a parent to voluntarily give up custody of an infant age 30 days or younger to the nursing staff of an emergency room without being subject to arrest for abandonment.
