New York (1010 WINS) 1010 WINS Morning Anchor Susan Richard served as a judge for the 31st Annual Tompkins Square Halloween Dog Parade which was back in person at the East River Amphitheater in Corlear's Hook Park on Manhattan's lower east side after going virtual in 2020 due to the pandemic.
