The driver was taken into custody a block from the scene, authorities said.

The collision was reported about 11:47 a.m. in the 100 block of West Alpine Street, according to Los Angeles Fire Department spokesman Brian Humphrey.

Initial reports indicated five people were hurt, with four taken to hospitals and one declining transport. Humphrey later said three people from inside the vehicle -- the twins and an adult motorist -- were also hospitalized.

The conditions of the patients were not immediately available.

Los Angeles police closed the area as Central Traffic Division officers investigated.

The call initially came in as a hit-and-run, but officers arrested the driver nearby, authorities said.
