A Fourth of July celebration ended with over 400 arrests in Newport Beach as thousands of young people took over the Balboa Peninsula.
One viral video shows police officers on horseback on the sand at Newport Beach at sundown, charging at hundreds of people who had taken over the Peninsula.
Some members of the crowd set off illegal fireworks while others looted a Pavilion's grocery store. Some also trashed neighborhoods
City officials say it took Newport Beach police and 17 extra police agencies to restore order.
She also reported that the crowd gathered on the Balboa Peninsula after word was spread on social media and that most of the people there were not from Newport Beach.
